Solid prompt. I actually prefer to work from visuals. As far as why a writer should start a Substack, the simplest answers are simplicity and presentation.
Launching a website, or even just maintaining one, is a lot of work. Substack really is not. It's easy to get a space, get content on it, and get your work out into the public eye at least a little. Stories no one can find are stories no one can read. Then, just tell your stories.
Presentation is another thing that I love about Substack. I've been on WattPad and Medium, and I do have my own website, but I love the presentation of your work on Substack. It can be as vibrant and engaging or as minimalist as you like. Let it all hang out, or go for a newspaper look. Your Substack can look like pretty much anything you can think of. And from a simplicity standpoint, it's much easier to produce a grand look on Substack than on a website.
A great prompt! I hope I can manage!

So, do it. Create a Substack and get to writing.
